In Austria, all persons who are not Austrian citizens are considered foreigners. Strangers within the meaning of Austrian law are therefore both third-country nationals and EEA citizens. The proportion of foreigners thus measures the share of non-Austrians in the total population in a geographical unit. In 2019, Austria will have a population of approximately 8.9 million, of which approximately 7.4 million inhabitants will be Austrian citizens. The average proportion of foreigners in Austria is thus around 16%, with approximately half of this figure being accounted for by the EEA and half by third countries. The largest group of non-Austrian citizens in Austria are citizens of the Federal Republic of Germany. In principle, there are also considerable differences in the proportion of foreigners within Austria, which are based on the usual gradients such as town and country and east and west.
