In Austria, all persons who are not Austrian citizens are considered foreigners. Strangers within the meaning of Austrian law are therefore both third-country nationals and EEA citizens. The proportion of foreigners thus measures the share of non-Austrians in the total population in a geographical unit. In 2019, Austria will have a population of approximately 8.9 million, of which approximately 7.4 million inhabitants will be Austrian citizens. The average proportion of foreigners in Austria is thus around 16%, with approximately half of this figure being accounted for by the EEA and half by third countries. The largest group of non-Austrian citizens in Austria are citizens of the Federal Republic of Germany.
